Why should councillors back Universal Basic Income?

A presentation by Cllr Patrick Brown.

 
 

Worldwide interest in Universal Basic Income has soared during the pandemic. The piecemeal support schemes put in place across Europe have made clear the benefits of a basic payment given to everyone, regardless of their income, wealth or employment status.

In the UK, local authorities will bear the brunt of the long recession we are about to enter. In York, unemployment is expected to rise from 2.8% to 27% next year due to the city's reliance on tourism. Councils that have already been stretched to breaking point by austerity will now have to deal with the economic and social fallout of coronavirus.

Cllr Patrick Brown of the Alliance Party is one of the leaders of a movement making the case for UBI in the UK. He is a co-founder of UBI Lab Northern Ireland, the author of a new paper about how UBI could function as a 'Peace Dividend' in the country, and he has recently persuaded several councils to call for pilots in their area. He is currently working to get the Northern Ireland Assembly to back a nationwide pilot.

With so many competing priorities, why should councillors across the UK take an interest in Universal Basic Income? Cllr Brown will explain how a UBI could transform our towns and cities outside London, and why local councils have a crucial role to play in building a new economic settlement.

This short manual will tell you how to get your council to pass a motion in support of a Universal Basic Income (UBI) pilot in the area. It’s been developed by UBI Lab Sheffield based on our experience persuading Sheffield City Council to back a UBI pilot in the city.
